Citizens of EU member states
copy of residence permit / work permit / residence certificate issued in Romania (both sides).
The document must include a Romanian personal identification number (CNP).
Citizens of non-EU countries
copy of residence permit or work permit issued in Romania (both sides),
orcopy of passport.
📌 Romanian citizens cannot obtain an EORI number based only on a passport.
📌 Citizens of EU member states may obtain an EORI number in Romania only if they hold a Romanian residence document containing a CNP.
Companies established in Romania
Note: the registered office address must be identical on all submitted documents.
Limited liability companies (SRL) / commercial companies
a) copy of the company registration certificate issued by the Romanian Trade Register;
b) copy of the VAT registration certificate issued by the Ministry of Finance (if the company is VAT registered);
c) copy of the articles of incorporation of the company (all pages, including the signed final page), together with any amendments.
Sole traders (PFA)
a) copy of the registration certificate issued by the Romanian Trade Register;
b) copy of the VAT registration certificate (if the sole trader is VAT registered);
c) copy of the authorization or registration decision issued by the Trade Register.
Individual practices / liberal professions
a) copy of the tax registration certificate or equivalent document;
b) copy of the VAT registration certificate (if applicable);
c) document confirming the professional authorization (certificate, professional license, authorization, etc.).
Foundations / Associations / Institutions
a) copy of the tax registration certificate (if applicable);
b) copy of the statute or founding act indicating the legal representative;
c) copy of the registration certificate issued by the court for non-profit legal entities.
The validity of an EORI number depends on the type of applicant and the documents based on which it was issued.
For individuals residing in Romania, the EORI number is generally valid until the expiration date of the national identity card.
For individuals holding a residence or work permit in Romania, the EORI number is valid until the expiration of the residence or work permit.
For companies, the EORI number generally remains valid as long as the company is active and registered, while its administration is handled by the competent regional customs authority.
Individuals or companies that have been assigned an EORI number must notify the competent Regional Customs Authority whenever changes occur in the information initially declared in the EORI application or in the supporting documents.
Updating the EORI data may be required in situations such as:

change of the individual’s name;

change of home address or residence;

change of identity document;
-
change of the company name;
-
change of the registered office of the company;

change of the company’s legal form;

change of the company’s main activity or CAEN/NACE code.
The EORI information should be updated whenever any of the data initially submitted in the application changes.
To update the information associated with an EORI number, the same documents required for the initial EORI registration are generally needed, depending on the type of applicant (individual or company).
In addition, the applicant should provide the previous EORI assignment notification, received by email from the customs authority.
If the update concerns changes in the applicant’s details (such as company name, registered address or identity document), supporting documents confirming those changes may also be required.
Yes, an EORI number can be obtained even if the company is not registered for VAT.
VAT registration is not a mandatory requirement for obtaining an EORI number. The EORI number is used to identify economic operators in their interactions with customs authorities during import, export or other customs procedures.
Once the payment has been confirmed and the EORI application process has been initiated with the customs authority, the order can no longer be cancelled and the paid amount cannot be refunded.
This is because the preparation and submission of the documentation begins immediately after the payment is confirmed.
According to the legislation on distance contracts (OUG 34/2014), the right of withdrawal does not apply to services that have already begun with the customer’s consent.
No, minors cannot directly apply for an EORI number.
If a shipment or parcel is addressed to a minor, one of the parents or the legal guardian must obtain the EORI number, so that the necessary customs procedures can be completed for receiving the shipment.
